Michelle McEnany, Director
Michelle has served as the director of the Office of Public Transit
for the Iowa Department of Transportation since July 2002.
Michelle directs Office of Public Transit programs, initiatives and
staff to meet the overall mission of the office. In her role,
she also acts as the primary liaison to various governmental
agencies and public transit associations as well as local, state,
and federal decision-makers. Prior
to joining the DOT, Michelle was the director of state and local
relations for the Greater Des Moines Partnership (formerly known
as the Greater Des Moines Chamber of Commerce). Michelle is a graduate
of Boston College with degrees in economics and political science.

Pamella Lee, Transit Programs Manager Pam serves as the Programs Manager for the Office of Public Transit. She is primarily responsible for
development of the State Transportation Improvement Program’s
transit element, administration of the federal grants application
process, management the Public Transit Facilities and Equipment
Management System, and coordination of office computer applications,
including website maintenance. She has been employed with the
Iowa DOT since November of 1980. She
is a graduate of Iowa State University with a Bachelor
of Science degree in Business Administration,
major in Management.

Kristin Haar, AICP, Compliance and
Training Manager Kristin serves as the Compliance and Training
Specialist, joining the Iowa DOT in February 2010. Kristin’s duties
include compliance reviews of Iowa transit system, providing
identified training needs to transit systems and staff, and
maintaining the Transit Manager’s Handbook and other educational
materials. Prior to joining the Iowa DOT, Kristin was the Executive
Director of the Heart of Iowa Regional Transit Agency from 2005-2010
and also worked as a Transportation Planner at the Des Moines Area
Metropolitan Planning Organization from 2000 - 2005. Kristin holds
a B.S. in Community and Regional Planning from Iowa State University
and a Master’s of Public Administration from Drake University.

| Gary Huston, Transit Grants
Manager
Gary serves as the Transit Grants Manager for the Office of
Public Transit. His responsibilities include grant management,
Intercity Bus Program administration, and federal reporting for the
Drug and Alcohol and Disadvantaged Business Enterprises Programs.
He has been employed with the State of Iowa since 1995, including 5
years of Planning and 2 years of Safety Program experience. He
holds a Bachelor’s of Natural Science, Industrial Technology from
the University of Northern Iowa.

Ryan Ward, Research and Technology Manager
Ryan joined the Iowa DOT, Office of Public Transit in July 2010.
Ryan serves as the Research and Technology Manager in the office.
His primary responsibility is researching and evaluating technology
based solutions for the enhanced mobility of Iowans. Ryan began
his transportation career in 1995 working for Cambus; The
University of Iowa transit system. He continued his education at
Ruan Transportation in Des Moines, IA as a member of the Ruan
University Management Trainee Program. Ryan’s career path took him
into Over-the-Road trucking working as a fleet manager, account
manager, sales manager, and project manager before coming to the
Iowa DOT. Ryan is a graduate from the University of Iowa where
he studied American History and Political Science.

Laurie Carnahan,
Administrative Support Laurie is
responsible for the administration of the fellowship program,
contract assistance and tracking and general office support.
She was previously employed with the Iowa Department of Public
Safety serving state law enforcement in a support
capacity. She has an A.A. in Business Administration, a
B.A. in Organizational Psychology and an MBA in Business
Administration.
