Michelle McEnany, Director
Michelle has served as the director of the Office of Public Transit
for the Iowa Department of Transportation since July 2002.
Michelle directs Office of Public Transit programs, initiatives and
staff to meet the overall mission of the office. In her role,
she also acts as the primary liaison to various governmental
agencies and public transit associations as well as local, state,
and federal decision-makers. Prior
to joining the DOT, Michelle was the director of state and local
relations for the Greater Des Moines Partnership (formerly known
as the Greater Des Moines Chamber of Commerce). Michelle is a graduate
of Boston College with degrees in economics and political science.

Peter Hallock, Assistant Director
Peter oversees the transit grants programs, as well as serving
as the department's specialist on transit policy and legislation
and on compliance with transit regulations. Prior to joining
the Iowa DOT, Peter was a transit planner with the Bi-State Metropolitan Planning Commission in the Iowa-Illinois
Quad Cities area, providing technical support for seven transit
operations in eastern Iowa and western Illinois. Peter has a B.A.
in Public Administration from Drake University and a Master of
Urban and Regional Planning degree from the University of Illinois.

Samil Sermet, Transit Programs Administrator
Samil is one of two transit program administrators for the Office of
Public Transit. In this role he serves as the Iowa DOT liaison to
18 of the 35 designated public transit systems in Iowa [map]
providing oversight and technical assistance. Samil also administers
the Capital Match Revolving Loan Program (Amoco Loan). Samil worked
for the Iowa DOT from 1970-1974 in several
offices and for the Turkish Government from 1974-1977 in Istanbul's
transportation planning studies. Upon his return to Iowa DOT
in 1985 he worked briefly in the Office of Advance Planning and
then worked several years in the Office of Research. Samil
joined the Office of public transit in 1991. Samil has a B.S. in
Civil Engineering and M.E. in Transportation Engineering from Iowa
State University.

J.P. Golinvaux, Transit Programs Administrator
J.P. serves as the Iowa DOT liaison to 17 transit agencies [map]. He is our office expert when it comes
to project implementation and procurement procedures. J.P. has
been with the Iowa DOT since August of 1979. He holds a M.S. in Sociology from
Iowa State University with doctoral program research and study
specializing in technology transfer, human service delivery, and
organizational development. He also has a B.A. degree with dual
major in Economics and Business Administration from Chapman University,
Orange, California. J.P. has received several awards including,
Outstanding Public Service, Iowa DOT, 1982; Master Thesis Research
Excellence, Iowa State chapter of Alpha Kappa Delta National Sociology
Honor Society, 1974; and Bronze Stars, U.S. Army, Vietnam, 1970,
1971.

Pamella Lee, Planning &
Programming Manager Pam is primarily responsible for development of the State
Transportation Improvement Program’s transit element, administration
of the federal grants application process, maintenance of the Public
Transit Facilities and Equipment Management System, and coordination
of office computer applications, including website maintenance. She has been employed with
the Iowa DOT for the past 27 years with a background in planning
and programming. Pam
is a graduate of Iowa State University with a B.S. in Business Administration,
major in Management.

Garrett Pedersen, Grants and
Programs
Manager
Garrett is
responsible for managing all of the department’s grants from the
Federal Transit Administration (FTA), totaling $80 million. Garrett
also serves as the department's specialist for both the FTA Drug and
Alcohol Program and the Title VI/Disadvantaged Business Enterprise
Program for public transit. He is also responsible for administering
the department’s Intercity Bus Assistance Program. Garrett began his
career with the Iowa DOT in October of 2006. He is a 2003
graduate of Iowa State University with a Bachelor of Science degree
in Community and Regional Planning. Prior to his employment with the
Iowa DOT, Garrett was employed as a Transportation Planner by the
Iowa Northland Regional Council of Governments in Waterloo.

Laurie Carnahan,
Administrative Support Laurie is
responsible for the administration of the fellowship program,
contract assistance and tracking and general office support.
She was previously employed with the Iowa Department of Public
Safety/Division of Criminal Investigation as a criminal
transcriptionist serving state DCI law enforcement in a support
capacity. She has an A.A. in Business Administration and is
working toward her bachelors in Organizational Psychology.
